Expressing the sense of Congress that the use of offensive military force by a President without prior and clear authorization of an Act of Congress constitutes an impeachable high crime and misdemeanor under article II, section 4 of the Constitution.
Isn't it a bit sad that Congress would even have to make this resolution? After all, the Constitution clearly states it already. The problem is that if this were enforced, they would have to impeach past presidents of BOTH parties.
I'm not sure how personal to take this resolution, since it reads:
